About the Victim Support Agency


The Victim Support Agency was established under LN418 of 2020. It has been entrusted to ensure that Victims Support Services are run, managed, and provided in terms of the existing and approved standards from time to time.

Terms and Conditions


  • The selected candidate shall be engaged on indefinite basis as a Senior Executive Officer (Procurement & Administration) at the Victim Support Agency.
  • This appointment is subject to a probationary period of twelve (12) months.
  • The salary for the post of Senior Executive Officer (Procurement & Administration) within the Victim Support Agency is equivalent to Grade VI that is currently €28,383 (twenty-eight thousand and three hundred & eighty-three) per annum with an increment of €531 (five hundred, thirty-one) up to a maximum of €34,995 (thirty four thousand, nine hundred and ninety-five).
  • The appointee must ensure that s/he operates within the framework of the Code of Ethics and of Section 7.4 of the PSMC and will not carry any form of work outside of this employment which may be against the interest of the Victim Support Agency and/or which may lead to a conflict of interest or interfere with the performance of his/her official duties with the Victim Support Agency. Private work invariably necessitates the permission of the Chief Executive Officer.

The Role


The duties of Senior Executive Officer (Procurement & Administration) shall include;

  • Act as the reference point for all procurement thus ensuring best value for money purchasing through competition and regular benchmarking.
  • Managing and updating service contracts, lease agreements, and all outsourced services in line with the proper contract or agreements including verifying all utility bills while providing recommendation for payment approval.
  • Preparing budgetary with cost-benefit analysis reports and other regular reports in line with the internal policies and procedures.
  • Ensuring that the policies and procedures within the respective areas of responsibility remain adhered to and are constantly kept up to date.
  • Proactively identify issues in relation to general administration and recommend practical solutions and appropriate action plans.
  • Working with any external consultants, suppliers, or other parties in relation to procurement and other administrative duties.
  • Taking initiative to identify areas for improvement within the agency, and secure approval before implementing changes.
  • Performing any other administrative roles and other responsibilities which maybe assigned from time to time by the Chief Executive Officer.

Qualification & Experience Required:


By the closing time and date of this call for applications, applicants must be:

a. citizens of Malta; OR

b. citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers;

OR

c. citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers;

OR

d. any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c);

OR

e. third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”.

The advice of the Department of Citizenship and Expatriate Affairs within the Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

Applicants for the post of Senior Executive Officer (Accounting & Finance) must be:

a. able to communicate in the Maltese and English languages;

AND

i. in possession of a recognised qualification at MQF Level 6 in Administration or an equivalent recognised and comparable qualification; a minimum of two (2) years of experience in a relevant filed

OR

ii. in possession of a recognised qualification at MQF Level 5 in Administration or an equivalent recognised and comparable qualification; a minimum of five (5) years of experience in a relevant field

AND

iii. In possession of a recent and valid Police Conduct Certificate (not earlier  than one (1)  month from the date of application).
