About the Victim Support Agency


The Victim Support Agency was established under LN418 of 2020. It has been entrusted to ensure that Victims Support Services are run, managed, and provided in terms of the existing and approved standards from time to time.

  1. The Chief Executive Officer of the Victim Support Agency invites eligible applicants for the position of Executive Officer.

2. Terms and Conditions


  • 2.1 The selected candidate will be engaged on an indefinite basis as Case Officer I (Emotional Support) at the Victim Support Agency.
  • 2.2 This appointment is subject to a probationary period of one (1) year.
  • 2.3 The salary for the post of Case Officer I (Emotional Support) with the Victim Support Agency is equivalent to Grade VI, that is, €29,525 (twenty-nine thousand, five hundred and twenty-five) per annum, and an increment of €531 (five hundred and thirty-one) up to a maximum of €34,995 (thirty four thousand, nine hundred and ninety-five) and an annual increase (COLA) as determined from time to time by Central Government.
  • 2.4 Case Officer I (Emotional Support) is also entitled to an annual VSA allowance of €2800 (two thousand and eight hundred); an annual communication allowance of €1,000 (one thousand); and a CPD allowance of €700 (seven hundred).
  • 2.5 A Case Officer I shall be promoted to Case Officer II, equivalent to Grade IV, upon confirmation of appointment, the attainment of a relevant MQF Level 7 or higher qualification from a recognized University or Institution, and the attainment of a registered warrant issued by the competent regulatory body.
  • 2.6 The appointee must ensure that s/he operates within the framework of the Code of Ethics and of Section 7.4 of the PSMC and will not carry any form of work outside of this employment which may be against the interest of the Victim Support Agency and/or which may lead to a conflict of interest or interfere with the performance of his/her official duties with the Victim Support Agency. Private work invariably necessitates the permission of the Chief Executive Officer.

3. Duties


  • 3.1 The Case Officer I (Emotional Support) shall be reporting to the CEO of the Victim Support Agency or to any other person the CEO may delegate for the purpose of assigning duties and responsibilities as applicable to this post from time to time.

The selected candidate is expected to maintain strict integrity and confidentiality in all aspects of work of the Victim Support Agency; and the duties of Case Officer I shall include:

  • Initiate contact with Service Users, assess needs and deliver tailored support services in liaison with other professionals at VSA.
  • Liaise and coordinate services with professionals at VSA, ensuring a qualitative level of support is achieved and referral mechanisms properly followed up.
  • Ensure that all complaints received are noted, logged in and processed according to the established Standards of Procedure.
  • Undertake research projects to evaluate the contribution of specific service elements, policy initiatives, and/or group program developments.
  • Promote services as offered by VSA and raise awareness on Victims’ Rights through interviews, information sessions, public media and the dissemination of information material.
  • Ensure that all case notes and logging systems are up to date both physically and
  • electronically through the VSA Case Management system and other online tools.
  • Compile and process information for onwards submission to specialized boards in a clear and confidential manner.
  • Participate in strategy formulation, projects, the design of appropriate Standard of Procedures and their pertinent updates with a view to ensure the effective implementation of VSA mission and strategies
  • Keeping casework notes which may be used at court if attendance is requested, together with providing expert witness testimony.
  • Accompanying Services User/Witnesses to Court for emotional support, if and when required;
  • Participating in training/meetings set both locally and abroad.
  • Carrying out any other duties according to the exigencies of the Victim Support Agency as directed by the CEO.

4. Eligibility, Qualifications and Experience Required


4.1 By the closing time and date of this call for applications, applicants must:

  • a. Citizens of Malta; OR
  • b. Citizens of Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; OR
  • c. Citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; OR
  • d. Any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the law or the above-mentioned EU legislations and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); OR
  • e. Third country nationals who have been granted long-term residents’ status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”. The advice of the Citizenship and Expatriates Department should be sought as necessary in the interpretation of the above provisions. The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment license in so far as this is required by Immigration Act and subsidiary legislation. The Employment and training Corporation should be consulted as necessary on this issue, AND

4.2 By the closing time and date of this call for applications, applicants must be:

  • i. Able to communicate in the Maltese and English Language; AND
  • ii. In possession of a recognized qualification at MQF Level 6 qualification in Psychology or a comparable Psycho-Social qualification; AND
  • In possession of a recent and valid Police Conduct Certificate.

Moreover, candidates who have not yet formally obtained any of the above-mentioned qualifications will still be considered, provided that they submit evidence that they have been approved for the award of the qualifications in question, or successfully completed the necessary ECTS/ECVETS credits, or equivalent, taken as part of a recognized higher MQF level program of study, as required in the afore-mentioned
eligibility criteria, by the closing time and date of the call for applications.

The Victim Support Agency reserves the right to annul the result of the Selection Process of any successful candidate who at any time is found to have an unacceptable criminal record or has been dismissed from any Public Entity.

5. Submission of supporting documentation


  • 5.1 Qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which are to be scanned and sent through email.
  • 5.2 Original certificates and/or testimonials are to be invariably produced for verification at the interview.

6. Selection procedure


  • 6.1 Eligible applicants will be assessed by a Selection Board to determine their suitability for the post. The maximum mark for this selection process is 100% and the pass mark is 50%.

7. Submission of applications


  • 7.1 Qualifications and experience claimed must be supported by certificates and/or testimonials, scanned copies of which should be attached to the application. Original certificates to be presented upon interviews.
